This is good and important step to making our laws rational. Right now we have a patch work of laws where basically you are a child till 21 unless someone wants you to die in a foreign war or go to prison.
This is an irrational and bad policy that breeds contempt for the law.

New Jersey likely to eliminate the death penalty. and Suprmee Court restores sentencing powers of federal fudges in drug cases.
We have a long way to go to restore sanity to out justice system but these are very welcome steps on the path.
